Row numbers with partitions

Uses a partition criteria to group the row numbering according to it.

SELECT
  ROW_NUMBER() OVER(PARTITION BY DepartmentId ORDER BY DepartmentId ASC) AS RowNumber,
  DepartmentId, Fname, LName
FROM Employees
